Over the past quarter century, Russian pension system has undergone a number of significant changes. But the norms pension legislation that existed at the time a citizen acquired pension rights, in some cases remain unchanged and are taken into account when assigning a pension. For citizens who acquired their pension rights in the northern regions of our country, the question of the procedure for calculating the northern length of service is relevant. Indeed, during the period of their working career, there was a rule for calculating the northern length of service - a year and a half. Many people wonder whether this rule applies today.

To distant Soviet times Northern experience was taken into account, under certain conditions, as two years. Then this benefit was canceled and the northern length of service began to be calculated as a year and a half. According to Soviet pension legislation, when calculating the length of service, workers had many benefits, but at the same time there was a limit on the maximum pension amount, which neutralized the effect of the benefits. Whether your work experience is at least 60 years, but higher than yours maximum size the pension could not be awarded. This procedure for calculating northern seniority was in effect until January 1, 2002. Since the beginning of 2002, the mechanism for determining the size of the pension has changed, in which the “one and a half year” norm has been removed, compensating for it with other rules for calculating the size of the pension. This made it possible to maintain the size of the pension with less length of service, and in some cases even increase it.

In accordance with the Law on Labor Pensions No. 173-FZ of December 17, 2001, length of service for the purpose of granting a pension is calculated in calendar order - year by year (Article 12). However, current legislation allows the provisions of the old pension legislation to be applied when assessing an employee's pension rights for the period before January 1, 2002.


The Ministry of Labor of the Russian Federation, by its resolution dated October 17, 2003 No. 70, approved an Explanation on certain issues regarding the establishment of labor pensions in accordance with Articles 27, 28, 30 of the Federal Law “On Labor Pensions in Russian Federation No. 173-FZ".

This document explains the following: Calculation of the duration of the insurance period in order to determine the right to labor pension in old age, the specified length of service includes all periods of work and other socially useful activities, which were counted, respectively, in the general length of service and in the special length of service when assigning a pension according to the law, in force during the period of this work(activity), using the rules for calculating the relevant length of service provided for by the specified legislation (including taking into account the preferential procedure for calculating length of service).

However, this procedure for calculating length of service is applied if, taking into account this procedure, a citizen (regardless of his age) until the date of repeal of the relevant law or other regulatory legal act FULLY WORKED OUT the required general work experience and (or) special work experience, which gave the right to an old-age pension or for long service.
In cases where, on the day of repeal of the law or the corresponding regulatory legal act, the citizen HAS NOT achieved the required duration of general work experience and (or) special work experience that gave the right to an old-age pension or for long service, the calculation of insurance length and length of service in the relevant types of work is carried out in accordance with the legislation in force ON THE DAY OF INSTALLATION old-age labor pension, including early assignment.

The new Law on Insurance Pensions No. 400-FZ dated December 28, 2013, which came into force on January 1, 2015, also establishes in paragraphs 3 and 4 of Article 30 that periods of work that occurred before the day this law came into force are counted in length of service giving the right to early appointment old age insurance pension in accordance with the legislation in force during the period of performance of this work. Such periods of work can be calculated using the calculation rules provided for by the legislation in force when assigning a pension during the period of performance of this work.

The assessment of a citizen's pension rights for the period before January 1, 2002 is carried out when assigning him the size of a labor pension by converting these rights into calculated pension capital and, at the choice of the insured person, can be done according to two options.

In the first version of the calculation, the employee’s length of service, including periods of work in the northern regions of our country, are calculated in calendar order according to their actual duration as year for year, this option provides for the possibility of using an increased wage ratio to calculate the size of the pension.

According to the second option, when assessing pension rights, the duration of the total work experience is taken into account, the calculation of which is carried out in calendar order, but periods of work in the northern regions that occurred before January 1, 2002 are counted in the total work experience as a year and a half.

If a citizen chooses the second option for calculating the size of a labor pension, then the estimated pension amount will be calculated using the following formula:

Pension size = (Average monthly earnings for any 5 years) x (Seniority coefficient).

The length of service coefficient for workers with total work experience in the required minimum amount (25/20 years male/female) is 0.55, for miners and miners - 0.75. The length of service coefficient will increase by 0.01 for each full year of service worked in excess of the established one minimum value(but no more than 20 years).
Using the “one and a half year” rate, you can significantly increase the length of service coefficient, and therefore the size of your pension.

However, when calculating according to the second option, some restrictions are applied as provided for in paragraph 4 of Article 30 of Law No. 173-FZ, including limiting the pension to the maximum amount.
The calculation of the size of the labor pension made according to the formula of the second option, using the norm of one and a half increases in the northern length of service, does not always lead to a better result than a similar calculation based on the first option. What will be beneficial to the citizen will be shown by comparing the two calculation options.

In addition, from January 1, 2010, the pension rights of all Russian citizens accumulated before 2002 were subject to revaluation (valorization). The estimated amount of pension capital was increased by 10%, and each year of work experience worked before 1991 was additionally increased pension capital by 1%. Here, too, the norm was applied - “a year and a half”, which made it possible to increase the “northern” length of service of workers for work in the period before 1991 by one and a half times, and thereby gave an increase in the amount of pensions.

When does the preferential procedure for calculating work experience in the Far North (a year and a half) apply?

When determining the right to a labor pension for citizens who worked in the “northern” regions of our country, their general insurance experience for the period before 01/01/2002 is calculated on a preferential basis (1 year for 1.5 years).
Work after 01/01/2002 is counted as length of service in normal calendar terms.

Calculation of length of service for the purpose of assessing the pension rights of insured persons and determining the amount of the estimated pension, which is established regardless of the date of retirement as of 01/01/2002, can be done at the choice of the insured person according to one of several options. The length of service can be calculated either on a calendar basis with the exception of non-insurance periods (child care, study), or using a preferential procedure (1 year for 1.5 years) with the inclusion of non-insurance periods. The advantageous option is determined automatically for each insured person.

“Northerners” retain their pension rights even under the new procedure for calculating pensions, which came into force on January 1, 2015.
The minimum “northern” length of service remains the same - 15/20 years (KS/MpKS), and the retirement age is 55/50 years (male/female), and the increase also remains the same fixed payment for work in the North, regardless of place of residence, to those citizens who have worked for at least 15/20 years (KS/MPKS) and at the same time have a total insurance period of at least 25/20 years (men/women).
In addition, those citizens who do not have the minimum northern work experience, but live in the northern regions, also receive an increased fixed payment.

It says that the time spent registered at the employment center will not be counted towards the insurance period. At the same time, it is indicated that if a person receives unemployment benefits, then his work experience is not interrupted.

Work experience and stock exchange registration

Before analyzing how these concepts are related, it is necessary to highlight the types of experience:

  • insurance;
  • special;
  • continuous;
  • general.

The most significant type of insurance for many people is the type of insurance, because it affects the size of their pension. If a person is registered and receives benefits, then his service will not be interrupted. The same applies to periods when a person will receive money for participating in public works.

How to calculate work experience

Today, many calculations are carried out using an electronic information database. Nevertheless, a person’s documents are the most visible evidence of work activity.

The main document in this context is the work book. Various certificates from the employer and employment contracts will also be taken into account when calculating.

For the calculation, all full years and months are taken (12 months are taken per year, 30 days per month). This takes into account not only periods of work, but also service in the army, in the Russian Federation, maternity leave, sick leave and even periods of imprisonment, if any. The state is ready to pay pensions to the population after 15 years of service. However, 15 years will become relevant only until 2024, while this period is equal to six years.

Is the labor exchange included in the length of service when calculating a pension?

Today, work experience is a generalized concept. For its different types, there are different rules regarding the inclusion/non-inclusion of the time when a person was registered. With regard to pensions, the insurance type is relevant. Article 11 of Article 173 of the Federal Law establishes that when receiving unemployment benefits, this period is counted as years of labor.

In the same article, this thesis is paraphrased as follows: the duration of being registered with the employment center is counted as length of service if the person worked before and after this time. The same procedure for recording time is followed when an unemployed person directly took part in paid public work.


Can the labor exchange send you to retire early?

There is a theoretical possibility of retiring earlier. To do this, you must at least register with the employment center. As you know, in Russia the current age is 55 and 60 years for female and male representatives, respectively.

Through the labor exchange you can leave two years earlier, i.e. at 53 and 58 years old. However, representatives of this government organization, which deals with the rights of unemployed citizens, cannot send a person to retire on their own initiative. To do this, you will definitely need the consent of a person of pre-retirement age.

Early retirement from the labor exchange

Very often, people of pre-retirement age are fired when staffing is reduced. This basis is acceptable for early exit on retire. Also this procedure is possible if the dismissal occurred due to liquidation. In addition to the type of dismissal, it is important to have appropriate length of service and reach 58 years of age (53 years for women).

In accordance with clause 1 of Decree of the Government of the Russian Federation of October 7, 1993 No. 1012, the length of service that gives an employee the right to receive a percentage increase in salary is summed up regardless of the duration of the break in work.
