In our country, the authorities have always paid great attention to veterans. Veterans of the Great Patriotic War constitute a special category: they still enjoy a fairly significant package of benefits. This is quite natural, because people, having fought under Soviet flags with the Nazis, actually granted us - at that time future generations - freedom from possible German bondage. But there is one more group of veterans to whom the overwhelming majority of representatives of today's Russian society owes no less - the veterans of the internal affairs and internal troops. These wonderful people celebrate their, one might say, professional holiday, the Day of Veterans of Internal Affairs Bodies and Internal Troops, on April 17 every year.


Date history

The solemn event that takes place every spring is still very young. The Day of Veterans of Internal Troops and Ministry of Internal Affairs Troops was established only in 2011 by Rashid Nurgaliyev, who at that time was the head of the Ministry of Internal Affairs. The date itself was chosen according to the historical fact: it was on April 17 that the Public Organization of Veterans of Internal Affairs Bodies and Internal Troops appeared and began to function. It happened in 1991, so we can assume that the date is timed to coincide with the 20th anniversary of the formation of this association.


Holiday on April 17, the Day of Veterans of Internal Affairs Bodies and Internal Troops is very important. People who have long retired, behind whom there are many solved crimes, do not sit idly by, but continue their activities outside the service organizations for the protection of law and order. How is this manifested? The work of veterans is carried out in various directions: promoting the need to comply with laws on the protection of law and order, disseminating valuable information among young people - first of all, among teenagers who have not reached the age of majority, helping young, current police officers. The result of the unofficial activities of veterans is obvious: according to the Ministry of Internal Affairs of the Russian Federation, thanks to these people, a huge number of crimes are disclosed every year. This means that without the personal enthusiasm of veterans, many criminal cases would not have gotten off the ground for a very long time, and those who committed them would have remained unpunished. In other words, justice would have triumphed much less often.



Who are veterans?

Let's talk about the heroes of the occasion on this significant Day of Veterans of Internal Affairs Bodies and Internal Troops.

The number of veterans in Russia per this moment is about 650 thousand people. I mean precisely the people who have dedicated their lives to serving the good of their homeland. This includes the following categories of citizens:

  • veterans of the Great Patriotic War;
  • veterans participating in hostilities in hot spots (Afghanistan, Chechnya);
  • veterans participating in the liquidation of the monstrous consequences of the Chernobyl accident.

All kinds of veteran organizations function on the territory of our country. In addition to the already mentioned groups of citizens, they include veterans who served at the time in the Ministry of Internal Affairs. Regional and district organizations of a similar nature are subordinate to federal associations. In principle, in fact, veterans of the civil service and labor veterans are also links in this chain that is significant for the life of the entire country, because their contribution to the development of social activities is also invaluable.

What does the state and the government apparatus do for veterans of all currently available categories? The policy pursued by the authorities focuses on such aspects as the adoption of certain measures for the social support of veterans, the formation of specific specific structures, the allocation of funds from the federal budget necessary to award this category of citizens with state awards (orders and medals). Most of the actions in relation to veterans are regulated by the Federal Law of the Russian Federation "On Veterans" dated January 11, 1995 No. 5-FZ.

Among the diversity of veteran communities, the largest are the Russian Organizing Committee "Victory". It is headed by the President of the Russian Federation Vladimir Putin. The Central Council of the Ministry of Defense of the Russian Federation for Veterans Affairs also functions. The head of this association is the Minister of Defense of the Russian Federation. Similar, but smaller-scale organizations have been created in fleets, military districts and other divisions.


The history of the word and the very status of "veteran" is interesting. The term translated from Latin literally means "a soldier who served his time in the army" (from vetus - old). It is clear that the first veterans appeared in ancient Rome. They were former legionnaires during the time of Julius Caesar. Such soldiers had at least 20 years of service behind them, and after that they were dismissed or continued to remain with the army. The troops of that era had a fickle, unstable character: as soon as they died down fighting, the legion was disbanded. Only in the 1st century BC. the formation of the army began on a permanent basis. Roman veterans enjoyed privileges of excellent quality: the right to use their own piece of land, which was given to them by the state, or, alternatively, to receive remuneration for selfless long-term labor in monetary terms. In addition, the former Roman legionary no longer had to perform the duties imposed on him by the state.

Veteran awards

We are all aware that there is a Veteran of Labor medal, which was previously awarded to persons who distinguished themselves in the professional field by conscientious work. It was established by a decree of the Presidium of the Supreme Soviet of the USSR in 1974. Even more important is the medal "For Valiant Labor in the Great Patriotic War of 1941-1945." Such award must be located on the left side of the subject's chest prior to the previous award.


Those who faithfully served for the good of the Fatherland in the internal troops are also entitled to a medal. It is jubilee and is called “200 years of the internal troops of the Ministry of Internal Affairs of Russia”. This award is presented not only to ordinary veterans, but also to combat veterans. The delivery process is carried out by the deputy. The Minister of Internal Affairs or his deputy on behalf of the Minister himself on the basis of an appropriate order in a solemn atmosphere. In addition to the medal, the veteran is issued a certificate. The record of the presentation of the award is entered in the personal file and work book of the person whose work deserves the highest praise. The medal is to be worn on the left side of the chest, immediately after the insignia “200 years of the Ministry of Internal Affairs of Russia”.

If we talk about the latter, then this medal is departmental award Ministry of Internal Affairs of the Russian Federation. It was founded a little over 10 years ago, on June 5, 2002. On this occasion, order No. 542 was signed. The Medal “200 Years of the Ministry of Internal Affairs of Russia” is awarded to veterans of this structure, as well as to persons who help the employees of the unit in their difficult work. The award is worn on the left side of the chest after the badge "For Excellence in Service".

In Russia today there are about 650 thousand veterans who served at different times in the internal troops and internal affairs bodies. These include: retirees of the Ministry of Internal Affairs, participants in the Great Patriotic War, veterans of hostilities in Afghanistan, the North Caucasus, and other hot spots.

On this day, I would especially like to note those who went through the severe trials of the war and in the difficult time of the post-war devastation turned out to be at the forefront of combating crime, while showing will, courage and care for people.

The Great Patriotic War required a change in the nature and content of the work of all government agencies in relation to the specifics of wartime. The duties of the militia were significantly expanded: the fight against looting, alarmism, desertion, and theft of evacuated goods in transport; ensuring the organized evacuation of the population and industrial enterprises, which was, in essence, a strategic task.

Militia workers, along with border guards and units of the Red Army, took part in battles with the advancing Wehrmacht troops.
In the first days of the war, more than 25% of the personnel of the internal affairs bodies were drafted into the army. Only from the Moscow police went to the front 12 thousand employees. They were replaced by persons not suitable for military service: disabled people, pensioners. A considerable number of women joined the ranks of the then militia - by decision of the Moscow City Party Committee, 1,300 women serving in government agencies and organizations.

The main task of the militia during the war years, as before, remained the protection of public order and the fight against crime, because at a time when the army was fighting at the fronts, and millions of people were forging victory in the rear - at the factory machines, in agricultural areas, in hospitals, educational institutions, there were many who tried to use wartime and martial law for criminal purposes.

Since the beginning of the war, the external police service was transferred to a two-shift operation - 12 hours each, vacations were canceled for all employees.

The Criminal Investigation Department was engaged in solving murders, robberies, robberies, thefts from the apartments of the evacuees. He carried out seizure from criminal elements and deserters. Provided assistance to the state security agencies in identifying enemy agents.
The work of the police to prevent the neglect and homelessness of minors deserves special attention. During the war, the network of children's rooms at police departments was significantly expanded. In 1942-1943, with the help of the public, the police detained about 300,000 homeless teenagers, who were employed and given a residence permit.

In wartime, the internal affairs bodies carried out about two dozen different service and combat missions. Police officers ensured the security of the rear, participated in the protection of important facilities and institutions, fought against banditry and crime, neutralized enemy saboteurs, and organized local air defense, fought bravely against the Nazis at the front, acted as part of fighter battalions and partisan detachments.

Losses of personnel of internal troops and NKVD troops in the Great Patriotic War amounted (officially) to about 160 thousand people. However, unofficial sources speak about significantly large losses - up to half a million.

In May 1945, by no means all the inhabitants of the USSR came to a time of peace. Numerous centers of radical nationalist underground remained in the western regions of the country. On the territory of Western Ukraine, a powerful and extensive network of the Organization of Ukrainian Nationalists of the Ukrainian Insurgent Army (OUN-UPA) continued to operate (today the activities of the OUN are prohibited by Russian law), popularly known as Bandera. The entire burden of fighting them fell on the shoulders of the units of the main directorate of the NKVD troops and the local militia. Losses of law enforcement officers and special services in the fight against Bandera thugs are still unknown, since the main volumes of documents on this issue have not been declassified.

The Soviet state security bodies fought against the OUN members by all legal methods. Separate subdivisions of the internal troops were periodically involved in supporting operations - cordoning off, combing the terrain.

For the defeat of the Ukrainian nationalists, the Soviet regime took almost 10 years, and in this "war after the war" the Chekists and militiamen demonstrated a very high level professionalism and efficiency. However, as the modern course shows, the Bandera rabble was still not exterminated to the end. Rampant Banderism can be observed in today's Ukraine, where radicals have become, in fact, one of the branches of power, or, more precisely, total anarchy.

Special units of law enforcement agencies and state services have always solved the most difficult tasks to protect the individual, society and the state from internal and external threats.

Despite the fact that the role of the police in the Afghan events remained and remains in the shadows, about 4 thousand employees of the internal affairs bodies were sent on business trips to Afghanistan, of which 28 people died. They were assigned the tasks of recruiting and training employees, organizing the material and technical support of the bodies, organizing the fight against banditry and criminal crime on the territory of the country.

It so happened that it was the police operatives, ordinary police detectives in those years who were more prepared to carry out the intelligence development of numerous illegal armed formations of rebellious Afghanistan.

Therefore, it became necessary to create a special-purpose detachment of the USSR Ministry of Internal Affairs "Cobalt", which was formed in an atmosphere of the strictest secrecy, and each of its employees had their own legend and operational cover.

For helping the Afghan people in ensuring law and order in the country, more than 2,500 employees of the internal affairs bodies were awarded government awards, and Mikhail Isakov, an employee of the Cobalt special unit, was awarded the title of Hero of the Soviet Union.
Many veterans have gone through the crucible of "hot spots" in the North Caucasus. They defended the civilian population from terrorist acts, violence, robbery, fought with militants, foreign emissaries and armed formations of pseudo-Islamic groups.

Veterans of the internal affairs bodies try not to lose their energy and activity, continuing to benefit society even after retirement. They are engaged in promoting the observance of law and order and the rule of law, work and train young employees of the Ministry of Internal Affairs, transferring the accumulated experience and knowledge, devote time to preventive work among minors, and help orphanages.
Together with representatives of the public, veterans of the Internal Affairs Directorate and Internal Affairs conduct methodological conferences at which topical issues and problems are discussed.

According to the press service of the Ministry of Internal Affairs of Russia, thanks to the help of veterans and veteran organizations, hundreds of crimes are disclosed in the country every year, and dangerous criminals can also be detained.

Statistics: today every fifth veteran takes part in the practical activities of the internal affairs bodies and subdivisions of the internal troops of Russia.

On this holiday, I would like to express my deep gratitude to those who best years He devoted his life to serving the Fatherland and to wish all the veterans of the Internal Affairs Directorate and the Interior Ministry health, longevity and active participation in the public life of the country.

There are many categories of veterans in our country: there are war and labor veterans, science and sports veterans, and now quite young veterans have appeared. However, there is one more category of Russian veterans, whose services to the Fatherland are undeniable: they are veterans of the Internal Affairs Directorate and internal troops - structures that ensure the protection of the interests of the state and public order; protection of the rights and freedoms guaranteed to us by the Constitution, as well as strengthening the rule of law in all spheres of civil society.

ATS veterans also have the right to a holiday

Since 2011, veterans of the Internal Affairs Directorate and the Internal Troops can officially celebrate their holiday - the order was signed by the then Minister of Internal Affairs Rashid Nurgaliyev, and the date was chosen in connection with the 20th anniversary of the founding of the veteran organization - the Public Organization of Veterans has existed since April 17, 1991. Such a holiday should have been established long ago, but it is good that at least now the state remembered the merits of veterans, including those who served their country in the most difficult years, when the crime rate was very high.

In our time, those who put on the police uniform as soon as they returned from the war are still alive: then from the police officers an iron will and real courage were required, but also responsiveness and a sincere desire to help people - it was then that the moral foundations were laid on which and now the work of law enforcement agencies is being held.

Many veterans do not stop their activities even after retirement: they participate in the work of police and internal troops, share their invaluable experience, help to increase combat readiness, solve and prevent hundreds of crimes.


The prerequisites for the formation of an organization of Russian veterans of the Internal Affairs Directorate appeared quite a long time ago - about 50 years ago, at the beginning of the 60s of the XX century. Then a veteran movement began in Moscow and in other cities, and sections of veterans began to be created: when experienced "old people" retired, they did not rush to rest, but served alongside the youth, teaching them everything they knew and could themselves. By the end of the 60s, Councils of Veterans appeared - a special decree of the Ministry of Internal Affairs was even issued on their status, and by 1985 they merged into one Council - it works together with the Ministry of Internal Affairs apparatus to this day.

By the beginning of the 90s, the charter of the Council was developed, and the leadership of the Ministry of Internal Affairs, together with the then Soviet government, made a decision: on April 17, 1991, at a specially organized conference in Moscow, the Russian Council of Veterans was created - this day became his birthday.

However, the veteran holiday was officially established 20 years after the creation of the Council - the corresponding order was signed by the head of the Ministry of Internal Affairs on August 12, 2010.

Policemen are never "ex"

Many veterans of the Department of Internal Affairs live in Russia today, in different years served in different divisions: there are about 650,000 of them, and these also include those who served in the places of man-made disasters and took part in their elimination. Most veterans are of different veteran organizations and all of these organizations are now a real and influential force.

In addition to transferring experience to young people - more than 30,000 people are now mentors - veterans of the Internal Affairs Directorate work with minors, carry out preventive work among them - at the moment it covers almost 400,000 adolescents; propagandize the observance of law and order in the country and participate in the practical activities of units of the Internal Affairs Directorate and Internal Troops. Suffice it to say that in 2012 alone, following the results of the work of veteran organizations, tens of thousands of crimes were solved directly with their help. Perhaps that is why among the employees of the Ministry of Internal Affairs they often say that a policeman is never a "former", and veterans confirm this statement with their whole lives: their service cannot be called easy, but most of them remain faithful to it to the end.

Veterans of the road service also work with young people - for example, they organize teams of young road inspectors, thereby preventing hundreds of collisions and other road accidents.


Also, veterans of the Internal Affairs Directorate help orphanages, organizing patronage over them, and fight such a shameful phenomenon as child homelessness - unfortunately, Russia has not been able to fully cope with this problem since the civil war. It is no secret that by doing so, veterans help to form a positive attitude of society towards the internal affairs bodies, the internal troops, and the Ministry of Internal Affairs apparatus as a whole - the citizens of Russia do not always treat the guards of the law with understanding and respect, and there are also reasons for this.

Meanwhile, among the veterans there are also very young people - some are not yet 30 years old. These are those who served in the North Caucasus and other "hot" places, received severe wounds, injuries and disabilities, but did not break down and did not leave their place in the ranks. By the way, the veterans of the Department of Internal Affairs also take care of the families of those who died in the line of duty - they provide them not only psychological, but also material assistance.

The holiday is actively celebrated

How is the celebration of the Day of Veterans of Internal Affairs and Internal Troops going on? On this day, they receive congratulations from everyone: from the command and colleagues, from the young shift and from the wards, from relatives, friends and relatives. Festive events are held not only in veteran organizations, but also in operating units - after all, the work of veterans continues to be a part of their activities. Traditionally held holiday concerts, solemn meetings and tea parties, veterans are awarded honorary awards and memorable gifts but the celebration doesn't stop there. Veterans of the Internal Affairs Directorate do not lose their activity and energy, therefore, sports competitions and shooting tournaments are held, and both men and women take part in them - both of which set an excellent example for young employees.

Together with representatives of the public, veterans also hold methodological conferences, at which methods and forms of work for the next year are discussed.
