In accordance with changes in pension legislation from 2016, pensions will be indexed by 4% for all pensioners, working and non-working, but only non-working citizens will receive it. The insurance pension of working pensioners will be paid without taking into account indexation. After the pensioner completes his work activity, the payment of the insurance pension, taking into account indexations, is resumed

Press service of the OPFR for the Jewish Autonomous Region

The indexation of old-age pensions by year was carried out unevenly. The goal of such changes is to ensure the stability of real incomes of pensioners and create conditions for an increase in the level of security of the non-working population. The indexing procedure is an adjustment of the basic amounts of payments by the coefficient of change in consumer prices. This makes it possible to neutralize the negative effect of inflation fluctuations for pensioners.

Indexation of pensions by year

Until 2010, the pension system divided pension accruals into basic and insurance parts. Since 2010, only the definition of the insurance part of the pension has been used. Since 2015, this concept has also been withdrawn from circulation - it has been replaced by the term “ insurance pension" Instead of fixed base size pensions now have a fixed payment that complements the insurance pension.

Procedure for appointment and adjustment different types pensions are regulated by laws:

    No. 400-FZ dated December 28, 2013 (on insurance pensions);

    No. 166-FZ of December 15, 2001 (on state pension provision).

Fixed payments are indexed in accordance with the provisions of Art. 16 of Law No. 400-FZ. The coefficients are revised annually as of February 1. If the Pension Fund's resources grow, the Government may initiate additional adjustments to payments as of April 1.

The level of insurance pensions is increased every year (Part 10, Article 18 of Law No. 400-FZ) due to changes in cost pension points- from February and April.

Thus, pension indexation in 2015 was carried out in relation to fixed payments and state security pensions, insurance pensions increased due to adjustments. The essence of these two procedures is the same - growth pension payments to maintain purchasing power in conditions of changing inflation.

Pension indexation in 2016-2018 was carried out in relation to basic values, effective in 2015. For example, the fixed payment at the beginning of 2015 was equal to 3935 rubles. (Article 16 of Law No. 400-FZ). In February, it was required to be adjusted by a factor of 1.114 due to the increase in inflation in the previous year (Government Resolution issued on January 23, 2015 under No. 40). As a result, since February updated payout became equal to 4383.59 rubles. (3935 x 1.114).

Further changes to fixed payments were made in relation to pensions of non-working pensioners in the following amounts:

    from February 1, 2016, a payment equal to 4558.93 rubles has been in effect, an increase by a factor of 1.04 is regulated by Art. 6 of Law No. 385-FZ of December 29, 2015 (social pension is adjusted by a similar coefficient - Article 4 of Law No. 385-FZ);

    from February 2017, the payment increased to 4805.11 rubles. (the coefficient was 1.054, as specified in Government Decree No. 36 dated January 19, 2017);

    from 01/01/2018, a fixed payment in the amount of 4982.90 rubles is valid. (coefficient is 1.037 - Article 4 of Law No. 420-FZ dated December 28, 2017).

The table below clearly demonstrates the coefficient by which pensions have been indexed since 2016.

Social pension payments are adjusted in the spring - from April. The rate of their growth each year differs from the level of increase in insurance pensions. The difference is due to the fact that social benefits tied to the level of subsistence level determined for the category of citizens retirement age, and the insurance payment is compared with inflation indicators and the profitability of the Pension Fund.

What pension indexations were there in 2018:

    from January 2018, the cost of the pension point was changed - it increased by 3.7% (to 81.49 rubles);

    the indexation of pensions in 2018 as a percentage in relation to the insurance pension payment was made in the amount of 3.7%;

    social pension payments have increased by 2.9% since April (payments received in the presence of a disability group, old age or in connection with the loss of a breadwinner).

What pension indexations are planned for 2019?

Adjustment of pension payments is planned for January 2019. This time, the main goal is to increase the gap between the inflation rate and the increase in pensions (by increasing payments to non-working pensioners by 7.05%). From 01/01/2019, the cost of a pension point should also increase – to 87.24 rubles. The fixed part of the paid insurance pensions is determined in a fixed amount and will amount to 5334.19 rubles. Social benefits will be increased as of April 1.

Such growth will be possible thanks to the pension reform. Legislative innovations provide for an increase in the retirement age, which will reduce the deficit of Pension Fund funds. Pensioners who continue to work will receive payments from the Pension Fund budget, but without taking into account indexations. Additionally, a number of benefits are being introduced for pre-retirees. They are considered to be persons who, before the reform, could qualify for a pension in the coming years, but due to legislative amendments will be forced to work longer than planned.

Thus, all old-age insurance pensions will increase by 4 percent, and their average annual amount will be 13,132 rubles, the Pension Fund of Russia (PFR) clarifies.

The increase will not affect working pensioners. And not only this year, but also in subsequent ones. Now their pension will increase after they leave work. After that, it will be indexed for them immediately for all the years that they missed.

The Pension Fund explained that if a pensioner belongs to the category of self-employed people, he will be considered working if he was registered with the Pension Fund as an insurer on December 31, 2015. If a pensioner stopped working from October 1, 2015 to March 31, 2016, he can notify the Pension Fund about this. You can submit your application until May 31, 2016.

After consideration of the application, the pensioner will begin receiving an insurance pension starting next month, taking into account indexation. If the pensioner then gets a job again, the size of his insurance pension will not be reduced. And if he stopped working after March 31, 2016, there will be no need to submit an application to the Pension Fund. From the second quarter of this year, monthly simplified reporting will be introduced for employers, and the fact that a pensioner is working will be determined automatically.

What all working pensioners can count on is the traditional recalculation in August. But the maximum their pension can increase is three points, or 222 rubles.

And for non-working pensioners, their pensions may increase again this year - in the summer. But whether this will really happen and how much it can increase will become known later. This will depend on your budget.

Also in February, the size of the monthly cash payment (MCB), the largest social payment provided by the Pension Fund, will be increased by 6.4 percent. At the same time with indexation of EDV the cost of the set of social services that federal beneficiaries can receive will also increase in kind, and in monetary terms.

As before, this year there will be no pensioners in Russia whose monthly income is lower living wage pensioner in the region. All non-working pensioners will receive a social supplement to their pension up to the level of the subsistence level of a pensioner in the region.

In addition, from February 1, all social payments from the federal budget, except maternity capital, will increase by seven percent.

And from April 1, state pensions will increase by four percent. pension provision, including social benefits, to all pensioners, regardless of the fact of work. As a result, the average annual size social pension will be 8562 rubles.

Disability

On February 2, the order of the Ministry of Labor on classifications and criteria for determining disability will come into force.

It contains a new edition of the annex to classifications and criteria, which provides a percentage estimate of the degree of persistent impairment of body functions due to diseases, injuries or defects. The amendments concern children. For example, it includes insulin-dependent diabetes, cleft lip and palate (cleft lip and cleft palate), phenylketonuria, bronchial asthma. Functional dysfunctions caused by diseases such as cystic fibrosis, congenital malformations, including heart defects, musculoskeletal system (congenital dislocation of the hip, clubfoot), central nervous system (including hydrocephalus), and chronic renal failure are described in more detail.

In June 2018, a major pension reform started in Russia. From January 1, 2019, the retirement age will begin to be raised gradually and step by step. Retirement for women and men will be increased by 5 years to 60 and 65 years, respectively. The increase step will be - "plus one year in a year". For the first pensioners who will go along new reform for retirement in the first 2 years of the reform, the retirement age will be reduced by half a year - 6 months. The program “plus one year in a year” will continue.

As a result of the reform, the state promises that old-age pensions will be increased by 1,000 rubles from January 1, 2019, based on the average pension of 14,400 rubles in 2018. Pension indexation in 2019 will be 7.05%.

Pension increase in 2019, as reported last news from the State Duma, instead of the usual indexation on February 1 is postponed to January 1 and will be 7.05%, approximately 1000 rubles.

Based on the results of the implementation of the new pension reform, the average pension is expected to reach 20,000 rubles (+ 35 %).

According to the figures for increasing pensions from January 1, 2019, the following values will be (the values for 2018 will be indicated in brackets):

  • 15,430 rubles - the average old-age pension in the country in Russia (14,400 rubles);
  • The cost of the IPC will increase to 87.24 rubles (81.49 rubles);
  • The fixed part of the insurance pension will be 5334.19 rubles(4,982.9 rubles);
  • The disability insurance pension will increase from January 1, 2019 to 9,309 rubles(8,700 rubles);
  • The insurance pension in case of loss of a breadwinner will be 9,523 rubles(8,900 rubles);
  • The set of social services (NSS) will increase to 1,108 rubles (1,075 rubles).

From April 1, 2019, social pensions are expected to increase by 2.4%. The average disability pension in 2019 will be 5,366 rubles.

Indexation of military pensions in 2019 is scheduled for October 1. The increase will be 6.3%. Initially, it was planned to index pensions for military pensioners by 4.3%. In October 2018, Vladimir Putin announced an additional indexation of military pensions by another 2%.

Will there be indexation of pensions for working pensioners in 2019?

Let us remind you that since 2016, pension indexation for working pensioners has been frozen. Pensions were also not increased in 2017 and 2018.

Anton Siluanov said at a meeting of the Federation Council on June 27, 2018 that indexation of pensions for working pensioners in 2019 is not planned. According to him, the growth rate wages the country exceeds the inflation rate.

The only increase that working pensioners can count on in 2019 is a recalculation from August 1. This is an annual procedure and should not be confused with indexing. Recalculation occurs without a request, the maximum increase is limited to 3 points, which is multiplied by the cost of one point for 2018.

As a result, working pensioners from August 1, 2019 have the right to count on an increase in pension of no more than 244 rubles.

What is pension indexation?

Who will have their pension indexed in 2019?

Pension indexation from January 1, 2018 applies to citizens who, at the time of calculating the increase, are not engaged in labor activity, that is, not only working pensioners, but also the self-employed segment of the population. For example, individual entrepreneurs, lawyers and notaries.

For working pensioners indexation of pensions in 2016 was cancelled, but such a decision applies only to the procedure in the 1st quarter of the specified period. The second indexation should be carried out without taking into account the employment of a certain group of the population.

Top news for working pensioners, this is an obligation to visit the regional Pension Fund and submit an appropriate application if such a citizen has stopped working until March 31, 2016. When accepting documentation, you must attach papers confirming the fact of dismissal. Such documents may be:

  • Employment history.
  • Extract from the Unified State Register of Legal Entities.

For persons who stop working after the specified period, that is in the second quarter of 2016, the procedure for notifying the government agency will be changed. From this date, the pensioner does not need to visit the Pension Fund in person; all information will be provided by the employer automatically when submitting reports, which are entered into the pension fund database.

If an employee of retirement age quit and was recalculated taking into account the social supplement, and then he was employed again, the established benefit, taking into account the indexation percentage, can no longer be canceled.

Indexation from January 1, 2019

Increase in old-age insurance pension from 01/01/2019 will be 7.05% or in monetary equivalent - 1000 rubles. The average old-age insurance pension will increase to 15,430 rubles.

The disability insurance pension will be 9,309 rubles. The fixed pension payment will increase to 5334.19 rubles.

Conclusion

The main provisions of the recalculation of pensions on 01/01/2019:

  1. Indexation is a procedure for increasing certain payments or any part of it depending on the level of inflation or consumer prices for household goods or services. This opportunity is regulated Art. 25 Federal Law No. 166 dated December 15, 2001 And Federal Law No. 400 dated December 28, 2013 According to the standards, the first indexation on February 1 of the current period depends on the level of consumer prices over the past year.
  2. The main condition for applying the February indexation to pension benefit– lack of employment or self-employment.
  3. For working pensioners, the current indexation was denied. Such citizens can receive this bonus in the event of dismissal or termination of business activity and provision of supporting documents to the Pension Fund. If such a person subsequently resumes work, the increase will no longer be cancelled.

In 2019, there will be two indexations of the old-age insurance pension. Why were some pensioners unhappy with the increase they received in January, and what awaits them in March, April and August?

Millions of Russian pensioners were expecting a pension increase from January 1, 2019. Typically, the increase was equal to the inflation rate for the previous year. But now the situation has changed, and for the better!

At the end of 2018, inflation in Russia was about 4 percent. But pensions were indexed by a much higher percentage.

Russian President Vladimir Putin, in a televised address on raising the retirement age, promised that old-age insurance pensions in 2019 would be indexed not by 4, but by 7 percent. That is, higher than inflation. In monetary terms, the increase will average approximately 1,000 rubles.

The Pension Fund of the Russian Federation, of course, took it under the wing.

As the press service of the Russian Pension Fund reported, in 2019, insurance pensions of non-working pensioners were indexed by 7.05% from January 1. At the same time, the Pension Fund of the Russian Federation also noted that this is higher than the forecast inflation rate for 2018.

The size of the fixed payment after indexation was 5334.2 rubles per month, the cost of the pension point was 87.24 rubles. As a result of indexation, the old-age insurance pension increased on average in Russia by one thousand rubles, and its average annual amount amounted to 15.4 thousand rubles.

However, there is one big BUT!

The real size of the pension increase in 2019

For each pensioner, the real increase in pension is individual, depending on the size of the pension. The higher the amount purchased from a citizen during working life pension rights (experience, earnings, insurance contributions, number of pension coefficients), those larger size insurance pension and, therefore, the amount of increase to it after indexation.

This means that some pensioners received less than the long-awaited 1,000 rubles, while others received more. This plate clearly shows the amount of increase in pension based on its established size.

Photo from the website of the Russian Pension Fund

But that is not all!

After the January pension increase, Russian President Vladimir Putin received many letters from offended people. What happened?

The president himself spoke about this during his annual address to the Federal Assembly:

« ...This year pensions were indexed. But if a pensioner’s income exceeded the subsistence level, they stopped paying him the social supplement. As a result, the size of pensions has practically not increased, and people feel deceived. It was necessary to take into account all the nuances, but this was not done. The injustice that has arisen must be eliminated immediately.- Putin said. - The state must first bring the pension to the subsistence level, and only then carry out indexation. We need to count and return to people the money they have not received since the beginning of the year...»

Why have some pensioners' payments not increased?

Real increase monthly payments after indexation, it did not occur for those individuals who received a pension below the pensioner’s subsistence level (PLS) in their region of residence.

The fact is that in Russia there is a rule: if the accrued pension is below the pensioner’s subsistence level (PMP), then the person is also paid a social supplement. In total, the accrued pension and social supplement must be no less than the pensioner’s subsistence level (PLS) established in a particular region.

As a result of the January indexation, only the accrued insurance pension itself was increased by 7.05 percent. If its size exceeded the PMP, then the social supplement was canceled altogether. And if the pension still remained below the subsistence level, then with the help of an additional payment it was again adjusted to the same amount of PMP. So it turned out that the pension increased, but some pensioners did not feel this, since the additional payment decreased.

Pensioners complained to Putin and he ordered the injustice to be eliminated. Now, in 2019, a second indexation of pensions will be carried out according to new rules.

Second pension indexation in 2019: who is waiting for recalculation?

Recalculation of pensions is most likely awaiting everyone. But the real increase in payments will affect only those whose accrued pension is lower than the minimum subsistence level for a pensioner (PMP) in the region. That is, only those whose payments did not increase after the January indexation.

How will pensions be indexed under the new rules?

Now, according to the president’s instructions, the social supplement will be calculated first, and then the pension will be indexed. About it Information agency“Rambler News Service (RNS),” said the head of the State Duma Committee on Labor, social policy and Veterans Affairs Yaroslav Nilov.

“If we take the form that the president spoke about, then, accordingly, the social allowance is first calculated. The pension was together with the monthly cash payment 8 thousand rubles, the cost of living is 11.2 thousand rubles. This means that the social supplement is set at 3.2 thousand rubles. Next, the pension is indexed by 7.05%. It turns out that in addition to the indexed pension of 8.56 thousand rubles. a social allowance of 3.2 thousand rubles is added. “As a result, the pensioner receives 11.76 thousand rubles,” Nilov said.

Indexation of pensions for working pensioners in 2019

As has already happened, the increase in payments in January 2019 did not affect all pensioners. Since 2016, indexation of insurance pensions applies only to Non-working pensioners. Pensions are not indexed for working pensioners. The authorities considered that if older people find the strength to work, then it is not necessary to increase their payments.

Non-working pensioners should not wait much longer for their pensions to be indexed.

How can working pensioners receive an indexed pension? The answer is simple: stop working.

Increase in social pension from April 1, 2019

From April 1, 2019, state pensions, including social ones, will be indexed. This increase will apply to all recipients of state pensions, regardless of the fact of work (both working and non-working).

According to the data initially provided by the Pension Fund of the Russian Federation, the indexation of social pensions from April 1, 2019 was planned at 2.4 percent.

However, at the end of February new information appeared.

The Ministry of Labor has developed a draft resolution that It is proposed to index social pensions by 2 percent from April 1, 2019.

This was reported in the press service of the department, noting that based on the data on the cost of living of a pensioner in 2018 (8,483 rubles) and for 2017 (8,315 rubles), the growth rate of the cost of living of a pensioner in Russia for 2018 year was 2%.

As a result the average size social pension will increase to 9,266 rubles, including the average pension for disabled children and people with disabilities from childhood of group I will increase to 13,674 rubles. and 13,812 rubles. respectively.

The average disability pension for military personnel who served in conscription will increase to 12,899 rubles, the average pension for the loss of a breadwinner for the families of military personnel who served in conscription will increase to 10,942 rubles.

Recalculation of pensions for working pensioners in August 2019

Many retirees continue to work. In this case, employers pay insurance contributions for them, taking into account which the Pension Fund of Russia bodies recalculate the amount of the insurance pension.

They will not receive indexation of payments in January 2019, but in August 2019 the pensions of working pensioners will most likely still be recalculated.

Pensioners who worked in 2018 will have their insurance pensions increased in August 2019 (non-declaration recalculation) based on the pension points accrued for 2018.

The maximum increase will also be equal to the monetary equivalent of three pension points. This means the increase that can be counted on will be no more than 250 rubles.
