Summer dress uniform

Beret

One-piece wool beret round shape orange color consists of a cap. The woolen beret has a lining and a forehead piece. In the rear there are two ventilation holes in the form of blocks. Along the lower edge of the beret there is a leather edging into which an adjusting cord is threaded. In the front center there is a cockade framed in golden color - for senior, senior and middle management personnel. For junior commanders and rank and file - a golden-colored cockade. On the left side there is a patch with the image of the National Flag Russian Federation with the round emblem of the Russian Ministry of Emergency Situations, located on top of the flag of the Russian Federation.

Knitted T-shirt

Knitted T-shirt (cotton knitted fabric) dark- of blue color straight cut with short sleeves, with a round collar, with knitted elastic. On the outer side of the right and left sleeves, at a distance of 3 cm from the bottom of the sleeves, there are emblems symbolizing the State Flag of the Russian Federation. In the center of the upper part of the back there is the inscription “EMERCOM OF RUSSIA”.

Consists of a jacket and trousers, a summer jacket up to the hip line with a belt with inserts made of elastic tape, a central side zipper, a turn-down collar and removable shoulder straps. Back with yoke. In the center of the upper part of the back, under the yoke, there is the inscription “EMERCOM OF RUSSIA”. On the shelves there are two patch chest pockets with flaps fastened with textile tape “contact” and two lower welt pockets with zipper fastener. Textile tape “contact” is stitched on the flap of the right pocket rectangular shape measuring 120×30 mm to place the badge “EMERCOM OF RUSSIA” and on the left side there is a textile tape “contact” of a rectangular shape measuring 120×30 mm to place the surname and initials. On the flap of the left pocket there is a round breastplate “EMERCOM OF RUSSIA” with a diameter of 85 mm.

Low shoes (boots)

Low shoes (boots) are black, made of leather, and consist of vamps, ankle boots, heels and bottoms (soles and heels). On the sides of the boots there are black elastic bands. The inside of the low shoe is lined with leather.

Winter dress uniform

Ushanka fur hat made of dark blue sheepskin with a cockade

A fur hat with earflaps made of sheepskin, dark blue, consists of a cap, a visor and a back cover with headphones. Visor and backplate with headphones made of treated sheepskin. The top of the cap, the lining of the visor and the back plate with headphones are made of gray-blue woolen fabric. A ribbon is sewn to the ends of the headphones for tying. The inside of the hat with earflaps is made of sheepskin fur and has a gray-blue lining; between the top and the lining there is a layer of insulation. On the front, in the center of the visor, there is a golden-colored metal cockade in the form of a convex ellipse-shaped rosette, consisting of 32 dihedral corrugated rays of golden color; in the center there is a small emblem of the Ministry of Emergency Situations of Russia, superimposed on an ellipse covered with red enamel, framed by two concentric elliptical stripes: the first (inner) is covered with blue enamel, the second is covered with white enamel (hereinafter referred to as a golden-colored cockade), framed in the form of a wreath of golden-colored laurel leaves (hereinafter referred to as a golden-colored cockade). On the reverse side of the cockade there is a device for attaching to a headdress.

Dark blue muffler

A dark blue knitted muffler in the shape of a rectangular panel with fringe on the short sides.

Winter suit, dark blue with fur collar

Consists of a jacket and trousers, a winter jacket with a central zipper closed by a waterproof flap fastened with 4 buttons and a textile contact tape, has sewn shoulder straps, a stitched and removable insulating lining, a turn-down collar on which buttons are located for fastening the removable collar and zipper for attaching the hood. The winter jacket consists of shelves, a removable dark blue sheepskin collar, a hood, a back, sleeves and is equipped with a cord that regulates the volume of the jacket.

Warm underwear made of knitted cotton fabric in dark blue color consists of a sweatshirt and underpants. Sweatshirt with straight silhouette. Single-seam set-in sleeves with stitched cuffs. The neckline is finished with piping. Long johns with double codpiece, double gusset and single insert at the back. There are cuffs at the bottom of the long johns. The neckline of the codpiece is edged with piping. There is an elastic band along the top of the pants.

Black trouser belt, 35 mm wide, made of genuine leather with a five-wall, single-pin metal buckle. The belt has holes for the buckle pin and a movable belt loop made of leather.

Gloves

Half-woolen knitted gloves from knitting yarn black, five-fingered, with wool insulation, with wristbands.

When wearing formal uniform, you are allowed to wear:

The front and back are one-piece, turn-down collar, set-in sleeves. The edges of the sleeves and collar are colored in the form of the flag of the Russian Federation. On the left side of the front part in the chest area, the emblem of the Russian Ministry of Emergency Situations with a diameter of 50 mm. Black cotton trousers for senior management, senior and middle management, junior management, straight cut with a stitched belt fastened with a button, a codpiece with a central zipper. There are seven belt loops stitched on the trouser belt, equidistant from each other. There are patch pockets on the back halves of the trousers. The dark blue summer jumpsuit consists of front, back, collar, sleeves, front and back halves and a belt. The shelves of the overalls with orange yokes and a reflective strip along the seam of the yoke, with a central fastener with a zipper braid to the seam of the collar, closed with a windproof flap, fastened with four textile fasteners, with a hood retractable into the collar stand, on the left yoke of the patch, a spacious pocket for a radio station, fastened with a textile fastener. The pocket patch should be attached to the yoke stitching seam using a cord. A shoulder insert is placed in the shoulder area. Winter jacket in dark blue color with a central zipper and a windproof flap fastened with 4 buttons and a textile contact tape. Consists of shelves, collar, hood, sleeves, back. Jacket with snap-on lining. Shelves with a yoke, with two chest pockets with a zipper and waterproof flaps, at the bottom of the shelves there are pockets with a zipper and waterproof flaps. The collar is a stand-up collar with a fastened hood. The hood is anatomically shaped and has drawstrings that regulate the volume. A removable insulating lining with set-in sleeves with wristbands is attached to the jacket with buttons. On the lining of the left shelf there is a patch pocket made of the top fabric, fastened with a loop and button. Single-seam set-in sleeves. On the outer side of the sleeves, at a distance of 80 mm from the sleeve seam, the established sleeve insignia are stitched. On the left sleeve there is an emblem symbolizing the State Flag of the Russian Federation 10 mm above the sleeve insignia.

I. Fundamentals

1. The rules for wearing uniforms by employees of the State Fire Service of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief, who have special ranks of internal service, apply to employees of the State Fire Service of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief consequences of natural disasters (hereinafter referred to as the State Fire Service of the Ministry of Emergency Situations of Russia), as well as citizens dismissed from service from divisions, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia with the right to wear a uniform.

2. The uniform is worn strictly in accordance with these Rules. The uniform is divided into ceremonial (for formation and out of formation), casual (for formation and out of formation), and each of these uniforms is divided into summer and winter.

Formations are carried out both in the form of clothing for the formation and outside the formation.

When employees perform specific official tasks, they are required to wear special clothing.

3. Citizens dismissed from service from divisions, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia with the right to wear a uniform are allowed to wear the uniform established at the time of dismissal.

4. The uniform and, if necessary, the name of items that complement or clarify it are announced to employees daily or for the period of specific events by the heads of divisions, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia, based on the requirements of these Rules, taking into account the specifics of performing official tasks, for example: “Summer casual attire out of order."

5. Employees of the State Fire Service of the Ministry of Emergency Situations of Russia wear full dress uniform: when taking the oath, when being appointed to the guard of honor, on the days of annual holidays of units, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia, when receiving state awards, when serving as sentries guarding the Banner of a unit or body or the establishment of the State Fire Service of the Ministry of Emergency Situations of Russia, at official events.

It is allowed to wear dress uniforms on weekends and holidays, as well as during off-duty hours.

Employees wear casual uniforms in all other cases, including eliminating the consequences of emergencies, fires, carrying out emergency rescue operations, performing combat duty (service), participating in exercises, and in classes.

6. The transition to summer or winter uniforms is established by orders of the heads of regional centers for civil defense, emergency situations and disaster relief (hereinafter referred to as the regional center), the main departments of the Ministry of Emergency Situations of Russia in the constituent entities of the Russian Federation, divisions, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia .

When switching to summer or winter uniforms, heads of departments and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia conduct drill reviews at which they check appearance employees, condition of uniform items.

7. When employees are temporarily staying in another regional center, they should be guided by the seasonal dress code established in the regional center.

8. Employees wear a uniform with sleeve insignia of the established pattern with the symbols of the Ministry of Emergency Situations of Russia, divisions and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia.

Employees of the rotating staff of short-term courses (schools) and training camps wear the uniform in which they arrived for these courses (schools) and training camps.

Employees sent for training in educational institutions or retraining and advanced training courses wear the uniform that they wore before being sent for training.

Sportswear may be worn in gyms and on sports grounds during the sports activities and competitions.

mixing uniform items with civilian clothing.

II. Dress code for middle, senior and senior management (men)

10. Summer dress uniform for and out of formation: gray-blue woolen cap,

a winter woolen coat of gray-blue color, without a removable fur collar, a demi-season woolen jacket of gray-blue color with a white muffler for a summer uniform out of order, as well as with a detachable gray fur collar or without it for a winter uniform out of order,

a demi-season raincoat made of gray-blue raincoat fabric with a white muffler for a summer uniform out of order, as well as with a gray-blue woolen cap for a winter uniform out of order.

13. Summer casual uniform for formation: gray-blue woolen cap,

a gray-blue tie with a golden fastener, a black waist belt made of genuine leather, a black trouser belt made of genuine leather, black boots or low shoes, black socks.

14. Winter casual uniform for the formation: a fur hat with earflaps made of gray sheepskin, a detachable fur collar made of gray sheepskin, a gray-blue woolen coat,

gray-blue woolen jacket,

black waist belt made of genuine leather, black trouser belt made of genuine leather,

boots or ankle boots, winter or demi-season, black, boots or low shoes, black

15. In everyday uniform, it is allowed to wear: a gray-blue woolen coat without a removable fur collar,

a demi-season gray-blue woolen jacket and a gray-blue muffler for summer uniforms, as well as with or without a removable fur collar for winter uniforms,

a gray-blue woolen jacket for summer (with a gray-blue woolen cap) and winter uniforms,

high-top boots in black, a summer suit (jacket and trousers) in gray-blue, a winter suit (jacket and trousers) in gray-blue, a knitted wool sweater (jumper) in gray-blue, a knitted T-shirt (T-shirt) in gray-blue colors, a gray-blue insulated cap, a gray-blue cape.

16. Summer casual uniform out of order: gray-blue woolen cap,

gray-blue woolen jacket, gray-blue woolen trousers, gray-blue shirt,

a gray-blue tie with a golden bartack, a black trouser belt made of genuine leather,

boots or low shoes in black or mid-season boots in black, socks in black.

17. Winter casual uniform out of order: fur hat with earflaps made of gray sheepskin, detachable fur collar made of gray sheepskin, gray-blue woolen coat,

III. Uniform for private and junior commanding officers and cadets (men)

19. Summer dress uniform for formation:

gray-blue woolen cap (with a black strap), gray-blue woolen jacket, gray-blue woolen trousers,

V. Shoulder straps, emblems, cockades, buttons and sleeve insignia

37. Persons of the highest command should wear shoulder straps:

89. State awards of the Russian Federation and the USSR, departmental insignia of the federal executive authorities of the Russian Federation are located in the following sequence:

Orders, medals and decorations of foreign states are located after departmental awards of federal executive authorities.

It is prohibited for employees of the Federal Border Guard Service to wear awards from public organizations on their uniforms.

90. The badge of the Order of St. Andrew the First-Called Apostle is worn on the order chain or on the shoulder ribbon.

Wearing the badge of the Order of St. Andrew the First-Called on the order chain is allowed on especially solemn occasions.

When wearing the badge of the Order of St. Andrew the Apostle on the shoulder ribbon, it passes over the right shoulder.

The star of the Order of St. Andrew the First-Called Apostle is located on the left side of the chest, to the left of the orders, below the order blocks.

The badge of the Order of Merit for the Fatherland, 1st class, is attached to the shoulder ribbon, which passes over the right shoulder.

The star of the Order of Merit for the Fatherland, I and II degrees, is located on the left side of the chest, to the left of the orders, below the order blocks, under the star of the Holy Apostle Andrew the First-Called.

The badge of the Order of Merit for the Fatherland, II and III degrees, is worn on a neck ribbon.

The badge of the Order of Merit for the Fatherland, IV degree, is worn on the block, on the left side of the chest and is located in front of other orders and medals.

92. Orders and medals with pads are placed on the left side of the chest. Orders that do not have blocks are placed on right side chest, unless other wearing rules are provided for by the statutes of the orders.

Orders and medals on the left side of the chest are placed horizontally in a row from the center of the chest to its edge in the order specified in paragraph 89. When wearing two or more orders or medals on the left side of the chest, their blocks are connected in a row on a common bar. Orders and medals that do not fit in one row are transferred to the second row and subsequent rows located below the first, also placing them from the center of the chest to its edge in the order specified in paragraph 89. The common strip of the blocks of orders and medals of the second row must fit under the orders and medals of the first row. Subsequent rows are arranged in a similar order.

On the tunic and jacket, orders and medals are placed so that the upper edge of the common bar (pad) of the first row is located 70 mm below the level of the lapel corner.

93. The orders on the right side are arranged horizontally in a row from the center of the chest to the edge in the order specified in paragraph 89. Orders and medals that do not fit in one row are transferred to the second row and subsequent rows located below the first, also placing them from the center of the chest to the edge in the order specified in paragraph 89. In this case, the conditional centers of the orders in the row must be at the same level. The distance between rows of orders is 10 mm, between orders - 5 - 10 mm.

Orders are placed on the tunic and on the jacket so that the upper edge of the largest order in the first row is located 70 mm below the level of the lapel corner.

94. Ribbons of orders and medals on straps are placed on the left side of the chest horizontally in a row from the center of the chest to its edge in the order established in paragraph 89. There should be no more than four ribbons in a row. Tapes that do not fit in one row are transferred to the second, third and fourth rows.

The height of the bar with ribbons of orders and medals is 8 mm.

The ribbon of the Order of St. Andrew the First-Called Apostle is worn separately on a bar 12 mm high (ribbon width is 45 mm) and is located in the center above the bars with ribbons of other orders and medals. For those awarded for distinction in military operations, the ribbon additionally contains two miniature crossed gilded swords.

The ribbon of the Order "For Merit to the Fatherland" is worn separately on a bar 12 mm high (the width of the ribbon of the Order of the I degree is 45 mm, the II and III classes are 32 mm, the IV class is 24 mm) and is located in the center after the ribbon of the Order of St. Andrew the Apostle the First-Called higher than the bars with ribbons of other orders and medals. In this case, only the ribbon corresponding to the highest degree of this order is worn. The ribbon of the Order "For Merit to the Fatherland" of the 1st and 2nd degrees on the bar has a miniature conventional image of the order star made of silver in the center.

Ribbons of orders and medals on straps are placed on the tunic and jacket so that the upper edge of the first row of straps is located 70 mm below the level of the lapel corner.

Ribbons of orders and medals on the straps are placed on the jacket of a summer suit symmetrically to the vertical axis of the left breast pocket so that the lower edge of the last row of strips is located at the level of the upper edge of the pocket flap.

95. Breastplates for honorary titles are placed on the right side of the chest below the orders, and in the absence of orders - in their place.

96. The insignia “For Impeccable Service” is located on the left side of the chest below orders and medals.

In the absence of orders and medals, the sign is placed on the tunic and jacket so that the upper edge of the sign is located 70 mm below the level of the lapel corner, and in the presence of order ribbons and medals on the straps - 10 mm below them.

97. The procedure for placing (location) of award signs of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief is determined by orders of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief.

98. The insignia for graduating from educational institutions of vocational education is placed horizontally in a row with the award insignia of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief from the center of the chest to its edge, and there should be no more than 3 insignia.

99. Wearing the insignia for graduating from educational institutions of vocational education is mandatory.

If an employee of the Federal Border Guard Service of the State Border Service has insignia of graduation from two or more educational organizations of vocational education, only one insignia of higher education is worn educational organizations vocational education.

100. Badges for wounds are located on the right side of the chest above the orders.

47. Wearing a hat with earflaps with earphones down is allowed at an air temperature of minus 10 degrees and below, and with earphones tied at the back - when servicing weapons and special equipment, during household work and in other cases as directed by the head of a department, body or institution of the State Border Service Russian Emergency Situations Ministry. With the headphones raised, the ends of the braid are tied and tucked under the headphones; with the headphones lowered, they are tied under the chin.

48. The cap with earflaps and the cap are worn straight, without tilting, and the cap and beret are worn with a slight tilt to the right side. In this case, the visor of the cap should be at the level of the eyebrows, and the lower edge of the hat with earflaps, cap and beret should be at a distance of 2 - 4 cm above the eyebrows.

The removed headdress in formation is placed in the left freely lowered hand: the cap with earflaps, cap, cap and beret must be facing forward with the cockade; the bottom edge of the cap, hat with earflaps and beret should be facing the employee’s leg, and the cap - down.

49. Outerwear is worn fastened with all buttons or snaps (woolen and summer jackets with a zipper up to the level of the yoke), and demi-season raincoats and demi-season jackets, in addition, with a belt fastened with a buckle.

It is allowed to wear a winter and demi-season coat (for female employees) with the top button undone, and a woolen jacket buttoned to the top in inclement weather.

Demi-season raincoats and winter field jackets are worn with or without a hood.

Distance from floor to bottom of products:

Winter coat, demi-season raincoat (except female employees) - 50 - 55 cm;

Winter and demi-season coat, demi-season raincoat for female employees - 40 - 50 cm.

50. Commanding officers wear winter coats and demi-season jackets with gray-blue buttonholes with golden embroidery in the form of laurel branches and piping along the edges of the buttonhole (except for the bottom edge).

Buttonholes are placed on a winter coat so that the side edge of the buttonhole is placed along the finishing stitch parallel to the flyaway of the collar, and the lower edge of the buttonhole is along the lower edge of the collar; on a demi-season jacket - so that the side edge is placed at a distance of 10 mm from the collar, and the lower edge of the buttonhole is located along the lower edge of the collar.

On a winter coat and a demi-season jacket, a removable fur collar is worn:

Top, senior and middle command staff - from sheepskin;

Warrant officers of the internal service, privates and junior commanding officers - made of faux fur.

51. Woolen jackets of senior command - with golden-colored embroidery in the form of laurel branches at the ends of the collar.

52. Shirts (blouses) are allowed to be worn:

Shirts (blouses) with a tie, without a tunic (jacket, jacket) with summer (indoors - with summer and winter) formal dress out of order (with a cap) and casual (with a cap or woolen cap) uniforms;

53. The tie is attached to the shirt with a gold-colored tack of the established pattern between the third and fourth buttons from the top.

54. Woolen trousers must have ironed longitudinal folds.

55. Woolen trousers for privates and junior commanding officers, when wearing boots with high tops, are tucked under the tops.

56. A knitted muffler is worn neatly tucked under the collar of a winter coat, demi-season raincoat, winter jacket, demi-season jacket. The upper edge of the muffler should protrude evenly above the collar by 1 - 2 cm.

57. Black gloves are required to be worn in the ranks when wearing winter clothing. In other cases, wearing gloves is not necessary.

When performing a military salute, gloves are not removed.

58. Boots must be carefully laced, the ears of the boots are tucked into the tops, and the ankle boots are zipped.

Socks are worn black.

Female employees wear beige (flesh) or black stockings (tights).

59. A waist belt is worn over a winter coat, a woolen jacket, or a winter jacket.

The waist belt on a winter coat should be located between the first and second rows of buttons from the bottom; on a woolen jacket - between the first and second button from the bottom; on a winter jacket - located at waist level; on coats of female employees - located above the second button from the bottom.

I. Fundamentals


1. The rules for wearing uniforms by employees of the State Fire Service of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief, who have special ranks of internal service, apply to employees of the State Fire Service of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief consequences of natural disasters (hereinafter referred to as the State Fire Service of the Ministry of Emergency Situations of Russia), as well as citizens dismissed from service from divisions, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia with the right to wear a uniform.

2. The uniform is worn strictly in accordance with these Rules. The uniform is divided into ceremonial (for formation and out of formation), casual (for formation and out of formation), and each of these uniforms is divided into summer and winter.

Formations are carried out both in the form of clothing for the formation and outside the formation.

When employees perform specific official tasks, they are required to wear special clothing.

3. Citizens dismissed from service from divisions, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia with the right to wear a uniform are allowed to wear the uniform established at the time of dismissal.

4. The uniform and, if necessary, the name of items that complement or clarify it are announced to employees daily or for the period of specific events by the heads of departments, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia based on the requirements of these Rules, taking into account the specifics of performing official tasks, for example: “Summer casual uniform clothes out of order."

5. Employees of the State Fire Service of the Ministry of Emergency Situations of Russia wear full dress uniform: when taking the oath; when appointed to the honor guard; on the days of annual holidays of divisions, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia; when receiving state awards; when serving as sentries guarding the Banner of a unit, body or institution of the State Fire Service of the Ministry of Emergency Situations of Russia; at official events.

It is permitted to wear dress uniforms on weekends and holidays, as well as during off-duty periods.

Employees wear casual uniforms in all other cases, including eliminating the consequences of emergencies, fires, carrying out emergency rescue operations, performing combat duty (service), participating in exercises, and in classes.

6. The transition to summer or winter uniforms is established by orders of the heads of regional centers for civil defense, emergency situations and disaster relief (hereinafter referred to as the regional center), the main departments of the Ministry of Emergency Situations of Russia in the constituent entities of the Russian Federation, divisions, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia .

When switching to summer or winter uniforms, heads of departments and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia conduct drill inspections at which the appearance of employees and the condition of uniform items are checked.

7. When employees are temporarily staying in another regional center, they should be guided by the seasonal dress code established in the regional center.

8. Employees wear a uniform with sleeve insignia of the established pattern with the symbols of the Ministry of Emergency Situations of Russia, divisions and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia.

Embroidered golden stars are placed on the shoulder straps in accordance with the special rank; on the golden fields there are stars with an orange edging.

38. Middle and senior commanding officers wear shoulder straps:

on tunics (jackets) in full dress uniform there are sewn shoulder straps with a golden field, with gaps and orange piping;

on tunics (jackets) with casual uniforms, demi-season jackets, coats and winter jackets - sewn shoulder straps with a gray-blue field, with gaps and orange piping;

on woolen jackets and summer jackets - removable shoulder straps with a gray-blue field, with gaps and orange piping;

on white and gray-blue shirts (blouses) there are removable shoulder straps with a field, respectively, white and gray-blue, with gaps and orange piping;

Gold-colored metal stars are placed on the shoulder straps in accordance with the special rank.

39. Persons of private and junior command staff wear shoulder straps:

on demi-season raincoats - shoulder straps made of the fabric of the top of the product, sewn into the sleeve seam, with a triangular upper edge fastened with a button.

In accordance with the special rank the following are placed:

on the shoulder straps of warrant officers of the internal service there are golden metal stars;

on the shoulder straps of sergeants and foremen of the internal service there are plates (stripes) of golden color.

40. Cadets of educational institutions wear shoulder straps:

on tunics (jackets), coats and winter jackets - sewn shoulder straps with a field of gray-blue color, with longitudinal stripes of golden color on the sides;

on woolen jackets, summer jackets and shirts (blouses) - removable shoulder straps with a gray-blue field, with longitudinal golden stripes on the sides;

41. Placement of stars on the shoulder straps of middle, senior, senior commanding personnel and warrant officers in accordance with the appendix to these Rules.

42. 46. ​​Sleeve insignia for training courses for cadets of educational institutions (golden squares) are worn on the outside of the left sleeve. The number of squares on the sign must correspond to the course of study. The golden-colored angles on a gray-blue textile base consist of two rays connected at an angle of 105 degrees, directed upward. The distance between the upper and lower connection points of the beams is 8 mm. The distance between the upper edges of the beams is 80 mm. The upper beams have a vertical side edge 8 mm long.

On coats and jackets, the sleeve insignia is placed at an angle downwards at a distance of 10 mm below the sleeve insignia of the Russian Ministry of Emergency Situations.

VI. Features of wearing uniform items

47. Wearing a hat with earflaps with earphones down is allowed at an air temperature of minus 10 degrees and below, and with earphones tied at the back - when servicing weapons and special equipment, during household work and in other cases as directed by the head of a department, body or institution of the State Border Service Russian Emergency Situations Ministry. With the headphones raised, the ends of the braid are tied and tucked under the headphones; with the headphones lowered, they are tied under the chin.

48. The cap with earflaps and the cap are worn straight, without tilting, and the cap and beret are worn with a slight tilt to the right side. In this case, the visor of the cap should be at the level of the eyebrows, and the lower edge of the hat with earflaps, cap and beret should be at a distance of 2 - 4 cm above the eyebrows.

The removed headdress in formation is placed in the left freely lowered hand: the cap with earflaps, cap, cap and beret must be facing forward with the cockade; the bottom edge of the cap, hat with earflaps and beret should be facing the employee’s leg, and the cap - down.

49. Outerwear is worn fastened with all buttons or snaps (woolen and summer jackets with a zipper up to the level of the yoke), and demi-season raincoats and demi-season jackets, in addition, with a belt fastened with a buckle.

It is allowed to wear a winter and demi-season coat (for female employees) with the top button undone, and a woolen jacket buttoned to the top in inclement weather.

Demi-season raincoats and winter field jackets are worn with or without a hood.

Distance from floor to bottom of products:

winter coat, demi-season raincoat (except for female employees) - 50 - 55 cm;

winter and demi-season coat, demi-season raincoat for female employees - 40 - 50 cm.

50. Commanding officers wear winter coats and demi-season jackets with gray-blue buttonholes with golden embroidery in the form of laurel branches and piping along the edges of the buttonhole (except for the bottom edge).

Buttonholes are placed on a winter coat so that the side edge of the buttonhole is placed along the finishing stitch parallel to the flyaway of the collar, and the lower edge of the buttonhole is along the lower edge of the collar; on a demi-season jacket - so that the side edge is placed at a distance of 10 mm from the collar, and the lower edge of the buttonhole is located along the lower edge of the collar.

On a winter coat and a demi-season jacket, a removable fur collar is worn:

top, senior and middle command staff - from sheepskin;

warrant officers of the internal service, privates and junior commanding officers - made of faux fur.

51. Woolen jackets of senior command - with golden-colored embroidery in the form of laurel branches at the ends of the collar.

52. Shirts (blouses) are allowed to be worn:

shirts (blouses) with a tie, without a tunic (jacket, jacket) with summer (indoors - with summer and winter) formal dress out of order (with a cap) and casual (with a cap or wool cap) uniforms;

shirts (blouses) with the top button unbuttoned, without a tie, without a tunic (jacket, jacket) with summer (indoors - with summer and winter) casual clothing out of order (with a cap or woolen cap) on the territory of the institution (unit), except duty, official meetings and formations;

shirts (blouses) with short sleeves with the top button undone, without a tie, without a tunic (jacket, jacket) with a summer casual uniform (with a woolen cap); a shirt (blouse) with short sleeves, as directed by the head of the institution (unit), if necessary, is worn with a tie and cap.

53. The tie is attached to the shirt with a gold-colored tack of the established pattern between the third and fourth buttons from the top.

The bow tie is worn with a golden-colored hairpin of the established pattern.

54. Woolen trousers must have ironed longitudinal folds.

55. Woolen trousers for privates and junior commanding officers, when wearing boots with high tops, are tucked under the tops.

56. A knitted muffler is worn neatly tucked under the collar of a winter coat, demi-season raincoat, winter jacket, demi-season jacket. The upper edge of the muffler should protrude evenly above the collar by 1 - 2 cm.

57. Black gloves are required to be worn in the ranks when wearing winter clothing. In other cases, wearing gloves is not necessary.

When performing a military salute, gloves are not removed.

58. Boots must be carefully laced, the ears of the boots are tucked into the tops, and the ankle boots are zipped.

Socks are worn black.

Female employees wear beige (flesh) or black stockings (tights).

59. A waist belt is worn over a winter coat, a woolen jacket, or a winter jacket.

The waist belt on a winter coat should be located between the first and second rows of buttons from the bottom; on a woolen jacket - between the first and second button from the bottom; on a winter jacket - located at waist level; on coats of female employees - located above the second button from the bottom.

60. A gray-blue summer jacket is worn over trousers, with a zipper fastened, with a hemmed white collar, the upper edge of which should protrude 1 - 2 mm above the collar. Middle and senior and senior commanding officers and warrant officers of the internal service are allowed to wear a jacket without a collar.

Summer gray-blue trousers are tucked into high-top boots or boots.

It is permitted, by order of the head of the unit, to wear trousers over boots.

61. A gray-blue winter jacket is worn in inclement weather with the hood on and the collar buttoned up.

It is allowed to wear a jacket with the top button undone and without a hood.

65. The badge of the Order of St. Andrew the First-Called Apostle is worn on the order chain or on the shoulder ribbon.

Wearing the badge of the Order of St. Andrew the First-Called on the order chain is allowed on especially solemn occasions.

When wearing the badge of the Order of St. Andrew the Apostle on the shoulder ribbon, it passes over the right shoulder.

The star of the Order of St. Andrew the First-Called Apostle is located on the left side of the chest, to the left of the orders, below the order blocks.

The badge of the Order of Merit for the Fatherland, 1st class, is attached to the shoulder ribbon, which passes over the right shoulder.

The star of the Order of Merit for the Fatherland, I and II degrees, is located on the left side of the chest, to the left of the orders, below the order blocks, under the star of the Holy Apostle Andrew the First-Called.

The badge of the Order of Merit for the Fatherland, II and III degrees, is worn on a neck ribbon.

The badge of the Order of Merit for the Fatherland, IV degree, is worn on the block, on the left side of the chest and is located in front of other orders and medals.

66. The Gold Star medal awarded to the Heroes of the Russian Federation, the Gold Star medal awarded to the Heroes of the Soviet Union, the Hammer and Sickle gold medal awarded to the Heroes of Socialist Labor are placed on the left side of the chest:

on a tunic and jacket - 10 mm to the left of the lapel so that the lower edge of the medal is at the level of the corner of the lapel;

67. Orders and medals with pads are placed on the left side of the chest. Orders that do not have pads are placed on the right side of the chest, unless other wearing rules are provided for by the statutes of the orders.

Orders and medals on the left side of the chest are placed horizontally in a row from the center of the chest to its edge in the order specified in paragraph 64. When two or more orders or medals are worn on the left side of the chest, their blocks are connected in a row on a common bar. Orders and medals that do not fit in one row are transferred to the second row and subsequent rows located below the first, placing them also from the center of the chest to its edge in the order specified in paragraph 64. The common strip of the blocks of orders and medals of the second row should go under orders and medals of the first row. Subsequent rows are arranged in a similar order.

On the tunic and jacket, orders and medals are placed so that the upper edge of the common bar (pad) of the first row is located 70 mm below the level of the lapel corner.

68. Orders on the right side are placed horizontally in a row from the center of the chest to the edge in the order specified in paragraph 64. Orders and medals that do not fit in one row are transferred to the second row and subsequent rows located below the first, placing them also from the center chest to the edge in the order specified in paragraph 64. In this case, the conditional centers of the orders in the row must be at the same level. The distance between rows of orders is 10 mm, between orders - 5 - 10 mm.

Orders are placed on the tunic and on the jacket so that the upper edge of the largest order in the first row is located 70 mm below the level of the lapel corner.

69. Ribbons of orders and medals on the straps are placed on the left side of the chest horizontally in a row from the center of the chest to its edge in the order established in paragraph 64. There should not be more than four ribbons in a row. Tapes that do not fit in one row are transferred to the second, third, etc. rows.

The height of the bar with ribbons of orders and medals is 8 mm.

The ribbon of the Order of St. Andrew the First-Called Apostle is worn separately on a bar 12 mm high (ribbon width is 45 mm) and is located in the center above the bars with ribbons of other orders and medals. For those awarded for distinction in military operations, the ribbon additionally contains two miniature crossed gilded swords.

The ribbon of the Order "For Merit to the Fatherland" is worn separately on a bar 12 mm high (the width of the ribbon of the Order of the I degree is 45 mm, the II and III classes are 32 mm, the IV class is 24 mm) and is located in the center after the ribbon of the Order of St. Andrew the Apostle the First-Called higher than the bars with ribbons of other orders and medals. In this case, only the ribbon corresponding to the highest degree of this order is worn. The ribbon of the Order "For Merit to the Fatherland" of the 1st and 2nd degrees on the bar has a miniature conventional image of the order star made of silver in the center.

70. Breastplates for honorary titles are placed on the right side of the chest below the orders, and in the absence of orders - in their place.

71. The insignia “For Impeccable Service” is located on the left side of the chest below orders and medals.

In the absence of orders and medals, the sign is placed on the tunic and jacket so that the upper edge of the sign is located 70 mm below the level of the lapel corner, and in the presence of order ribbons and medals on the straps - 10 mm below them.

72. The procedure for placing (location) of award signs of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief is determined by orders of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief.

73. The insignia for graduating from educational institutions of vocational education is placed horizontally in a row with the award insignia of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief from the center of the chest to its edge, and there should be no more than 4 insignia.

74. Wearing a badge of honor for graduating from educational institutions of vocational education is mandatory.

If an employee of the State Fire Service of the Ministry of Emergency Situations of Russia has insignia of graduation from two or more educational institutions of vocational education, only one insignia of higher education is worn educational institution vocational education.

75. Badges for wounds are located on the right side of the chest above the orders.

76. Badges of class specialists are placed on the right side of the chest on the tunic and on the jacket so that the upper edge of the badge is located 70 mm below the level of the lapel corner, and in the presence of orders (medals) - 10 mm below them.

VIII. Features of wearing individual uniform items

77. It is allowed to wear the following items of the previous uniform (olive color) until the wearing period expires:

winter, demi-season woolen coat;

demi-season wool jackets;

demi-season raincoat;

tunics, jackets, jackets, skirts and trousers;

shirts, uniform blouses;

woolen caps;

muffler.

79. The terms for wearing gray-blue clothing items are calculated from the moment of issue, which is made upon the expiration of the terms for wearing previously issued similar items of clothing.

80. On transition period when issuing uniform items of the previous sample and gray-blue colors, it is allowed, at the expense of the existing stocks of clothing property in warehouses, to replenish the staff of the State Fire Service of the Ministry of Emergency Situations of Russia with items of clothing property of the previous sample.

The issuance of items of the previous uniform on a priority basis is carried out to dismissed employees.

Newly hired employees are provided with a special uniform as a matter of priority.
